New report to show Bill Notes with associated Bills

Part of the RocHealth workflow involves editing bills and removing tax amounts, at this time a Bill Note detailing how the bill was edited is also created. For auditing purposes it would be beneficial to generate a report with all Bill Notes and their associated bills.

It is likely that the State of Tennessee Staff were asking about, or talking this report up. They are also interested in using Bill Notes to form an Audit Trail, regarding changes to bills.
